Hey Bill, thanks for reaching out. The Kenda Karrier KR53 ST175/80R13 Radial Trailer Tire # KE95EV comes balanced in the manner that nearly all trailer tires are balanced. Every tire and every wheel has a high (heavy) and low (light) spot. The manufacturers offset the high spot on the tire with the low spot on the wheel to balance them. They are not spun on a machine like car tires.
That said, if you want to have them balanced beyond that you can. Its not necessary but a lot of people do it anyways out of an abundance of safety. Any shop that does trailer tires should be able to adequately balance a trailer tire and wheel.
That, or an easier way to add balance to a trailer tire is with balancing beads like part # CA66VR. These go inside the tire itself and automatically balance as you drive. This is typically what I recommend for trailer tires since they are pretty inexpensive, and you wouldn't have to take the tires to a shop.

I generally get them balanced. An unbalanced tire can wreack havoc on a trailer. It’s a boat trailer.
