Question:
Several questions regarding locking and access: 1Does this particular cover lock when the tailgate is up and locked? 3Does this cover come with a separate lockinch on the top? 2When the tailgate is unlocked, can you lift and flip up the cover without lowering the tailgate?

Those are great questions and you’re right to dig into the locking and access side before choosing a cover.
I did check in with our engineering team here and they confirmed the etrailer folding cover part # e73DR does not have its own built in keyed lock on top. Instead, it relies on your tailgate for security. When the cover is fully closed and your tailgate is up and locked, you cannot access the release mechanism for the cover, so it effectively keeps the bed secured in that state. When the tailgate is unlocked and lowered, that’s when you can reach the latch and open the cover. You would not be able to flip the cover open without first lowering the tailgate.
They also mentioned that etrailer is planning to release a version with a built in top lock around July, but at this point we don’t have full specs or a confirmed listing available yet. Because of that, I wouldn’t want you to rely on that option just yet if a locking feature is something you need right away.
If having a true keyed lock built into the cover is important to you, something like the Pace Edwards JackRabbit part # PE49QJ would be a better fit since it has an integrated locking system.
Are you mainly looking for security when parked, or more for keeping gear covered during travel?
