Hi Greg,
Based on what you’re describing, if you cracked the brake line and got no fluid when the brakes were applied, that points more toward that the system isn’t building or sending pressure at all. In a surge setup with a lockout solenoid, fluid should still come out unless something upstream is blocking it or the actuator isn’t doing its job. There could be a blockage in the line or a problem with the master cylinder inside the actuator.
A good next step for you would be to crack the line right at the actuator outlet or just after the solenoid and then compress the coupler. If you still get no fluid there, that pretty much confirms the actuator is not pressurizing. If you do get fluid there but not further down the line, then you’re looking at a blockage or collapsed line downstream.
Let me know what you find out and I am happy to troubleshoot further.

This happened to me when I installed my new brake actuator on a new to me trailer. Went to bleed the brakes and no fluid would come out of one caliper. I took it apart and removed the brake line. Squeezed the piston on the caliper and it was like play dough noodles coming out. I removed the piston and cleaned out years of built up debris, inspected o rings and boot and reassembled. Brakes bled perfectly.
