Yes, you can install surge brakes on a trailer. We have an FAQ that details everything needed to add hydraulic surge brakes on a trailer like your Coleman Taos.
Typically on pop-up campers you see electric brake setups, but there's no reason you couldn't add surge brakes to the trailer.
