Question:
Is this sleeve threaded? Does the allen bolt thread into the adaptor or bike rack shank? I have an older model swagman bike rack with just the 1/4 shank and one hole in it for the hitch pin. I understand I will need to drill the shank for this adaptor. Im looking for an adaptor that will not extend the rack out any further from the back of the car,and also to reduce wobble.

You will not want to drill holes in the bike rack shank because that could lead to a weakened shank and loss of rack! I have a great solution for you though. Since you need to install a 1-1/4 inch rack into a 2 inch shank you can use reducer sleeve # HT02. It would only extend the rack 3 inches and it is the safest way to use the rack with a 2 inch hitch.
The adapter, # SP323, is threaded because the screw has to hold both halves of the adapter together.
