Will Thule Quick Connect clamps with Thule box sold by Subaru for 2013 Outback fit around Elevate CS rack crossbars? If not, is it possible to convert the Quick Connect to T-slot?

They will not Steve. The Elevate crossbars are 3.79" wide x 1-1/2" tall. The Replacement Fast Grip Clamp for Thule Pulse, Rooftop Cargo Boxes item # TH94JV works with crossbars that are no larger than 3-1/2" wide x 1-11/16" tall.
The T-Track Adapter item # TH27PQ can be used to mount a Thule Force XT or Thule Motion XT to Elevate crossbars. This adapter will only replace the newer PowerClick Clamp item # 1401467300. It does not replace item # TH94JV.
What model of Thule box do you have? Subaru has a few different options.

Hey Steve, were you able to find out which Thule box you have for your Outback? Knowing that could help confirm whether the T-Track adapter will work with your Elevate crossbars. Your update could make it easier for others using the same setup.
