can this be used with an electric bike with a step thru frame?

Hey John, welcome back! More than likely you won't be able to use the Swagman Traveler XC2 # S64663 with your e-bike. The capacity of this rack is 35 lbs per bike, which is typically not enough for a heavy e-bike with a battery. If your bike is under 35 lbs you can use the # HRBA-PRO for an attachment point on the step thru frame if the arm can't make contact (it really depends on the exact design of the bike).

More than likely you're looking at a bike rack more like the Swagman E-Spec Bike Rack # S94FR. This can handle 60 lbs per bike but you may still need the adapter. If you want to bumper mount it you can use the etrailer RV Bumper 2" Trailer Hitch Receiver # e38HR which fits 4" x 4" and 4" x 4-1/2" square bumpers.

I'm not sure what you're mounting this on but it is motorhome, travel trailer, and 5th wheel compatible. Make sure you double check the capacity of your bumper to make sure it can handle the weight of the rack and bike/bikes.
