With the rack tilted down, Chase, you will be able to open the tailgate. Full clearance can vary by truck, but the Crosstrack tilts smoothly and gives access to most truck tailgates and Suv trunks.
Keep in mind, you likely won't be able to leave the bikes on the rack when tilting down with a truck tailgate opened; you'd need to unload the bikes first as you can see in the attached video. But many SUVs will allow trunk access when the rack is tilted down even with bikes still on it.
