Hello David,
Yes, but you will need to check your tire size. In order to tie down a Harley on the CargoSmart # 3481787 you will want the CargoSmart Motorcycle Wheel Chock for E Track or X Track Systems - 7" Wide Tires # 3481731. It looks like this will work with some of the standard tire sizes that Harley uses but not all of them. The standard tire size is 130 mm (5.1 inches) - 240 mm (9.4 inches). As long as your tire is 130 mm (5.1") or the 150 mm (5.9 inches) it will work. If you have the fatter tires like the 180 mm (7.1 inches) or 240 mm (9.4 inches) it will NOT work.
If you don't already have some straps, I would grab a set of the ShockStrap # 297-20ETBB-2, the built-in shock absorbers help maintain constant tension even as you load shifts during transit. Let's face it, a Harley is not just a motorcycle, it needs to be handled with care.
I have included an image so you can double check the measurements of your tire, and also a couple of review videos so you can get a good feel for the products before purchasing.
