Hi Cara,
What is the connection type of the 1,100lb tank? I'm assuming it should have a POL style fitting in which case you could use a tee like the # 103537-MBS and connect your 30lb tank with a hose. You can only use one tank at a time though and would need to close the valves to switch back and forth.
It takes special equipment and licensing to refill propane tanks and if you had both tanks open on the same system there's the chance that the larger tank could overfill the smaller tank. As the temperature outside rises the pressure in the tank will rise to an unsafe level and blow.
This tee has a female POL fitting leading out to feed the propane system of your RV and would need an inline regulator # 108221 (horizontal) or # 108220 (vertical) depending on how your line is ran.
