How Are the Washers of the Replacement Knobs # P1004 Installed on an Original Swagman Bike Rack

Question:
I have new knobs ready to install since I received the vinyl cradles from etrailer. I am not sure in what order to place the washers on the screw. Does the plastic washer go on before or after the metal washer and does the rough side of the metal washer go up or down. Thank you for your help.

I spoke to my contact at Swagman and she informed me that in order to install the Replacement Knob # P1004 that you referenced you will need to put the metal lock washer on first and then the other two plastic washers before you install it on the rack.
