Would I be able to buy 2 Turning Knobs for this bike rack and do they fit 3/8inch Bolts.

You'll need one of the following knobs based on when your Swagman Original Bike Rack, part # S64152-2 was made:

Prior to 2009, part # P1004, this includes a standard 2 inch bolt that will fit the knob.
2009 to Present, part # P1041, which is compatible with M10 x 1.50 (3/8-16 UNC or 3/8-24 UNF Bolts)

A locking front knob is available that is compatible with 2009 to Present versions of the rack as part # P1040

Unfortunately that rack has been discontinued and we don't have replacement parts. You can simply use 1/2 inch 13 thread standard hardware nuts like #CE10812 or #55178 to secure the plate.
