The LED Submersible Trailer Stop, Turn and Tail Light # STL8RB that you referenced is submersible so it would work well for you. However, the solution that most use to avoid the problem you are having is to unplug your trailer connector before you back your trailer into the water as electricity and water do not mix well. I would not recommend plugging the trailer back in till the trailer has been out of the water for several minutes.
I imagine that most of the times that your lights burn out its not from the assembly shorting out it's probably from the wiring not being sealed.
For the matching left hand side assembly you would want the part # STL9RB.
