What is the on center dimension of the above part. The holes in my Thule box are 3.5 on center Thank you

I went out to the warehouse and measured a Replacement U-Bolt, # TH02943. The center to center distance between each end of the u-bolt is 4 inches. It is 2 inches deep in the center.
