Hey Stu, so this is a great question but trailer brake controllers like the Curt Echo part # C51180 cannot be used as supplemental braking systems for vehicles that are being flat towed. Instead you would need a system designed for that like the Blue Ox Patriot part # BLU37TR which is somewhat similar in that it's a simple to install setup that doesn't require any wiring like the Curt Echo.
