I have a 2004 Chevy 3500 with a Curt front hitch receiver. We carry our bikes on this using a 2 bike carrier when we are towing our travel trailer. However, the height of the bikes handlebars and seats makes it hard to see through and also blocks the headlights. I believe if I lower the rack by 6inch it would solve this problem. Only since it is in the front of the truck, I dont want to extend the receiver out very much, if any. I believe it should also be rated to carry at least 300lbs. Any recommendations?

There is no adapter designed for bike racks on a front-mounted hitch for your Chevy pickup. The high-low adapters are only for use with a tow vehicle that will be flat towing another vehicle with a tow bar. Because the tongue weight capacities are very low on these adapters they are not designed or intended for use when towing a trailer, cargo carrier, or bike rack. I can not recommend using this part for your application.
The problem with bikes mounted to the front of a vehicle is they can hinder driver visibility, block headlights, turn signals and license plate, and they can prevent airflow to your engine. When towing a travel trailer, airflow to the engine is crucial.
Since you are towing a travel trailer, you can use the Curt Multipurpose Ball Mount with 2 inch Receiver # D210. This ball mount lets you carry your bike rack while also towing your travel trailer. I have included a video review of the Curt Ball Mounts # D210 for you to check out.
Another option would be to use the Swagman Bumper Mount Bike Rack, # S80501. This type of bike rack will only work if your travel trailer has a continuous welded steel bumper that is no taller than 4 inches and no wider than 4-1/2 inches.
Another type of trailer bike rack you could look into is a ladder mount rack like the Stromberg Carlson 2 Bike Rack, # LA-102 as long as your travel trailer has a ladder.
