Can I put the ski snowboard rack on the bottom and a cargo box on top of the Yakima exp swing system?

Hey Patrick, thanks for reaching out!
Yes, you can absolutely use the Yakima EXO Swing Away Ski and Snowboard Carrier w/ Enclosed Cargo Carrier # Y94ZR with the ski/snowboard carrier on the bottom and the cargo box on the top. The only thing about using it like this is that you'll be putting the heavier cargo at the top so it might not sit as sturdy as if the box is on the bottom, plus the weight rating for the GearLocker is 80 lbs on the TopShelf but it's 100 lbs if it's on the Base.
Another thing to keep in mind is the TopShelf can flip all the way around so you'll have unrestricted access to the box even without unloading the skis.
