Can the bike rack be tilted down to access the hatch when there are not bikes on it? One of the reviews says this is not possible.

Expert Reply:
You can for sure tilt the # TH9043PRO when the bikes are unloaded. You could technically tilt it with the bikes loaded but the # TH9043PRO is not rated for it. Tilting the rack when bikes are loaded puts extra stress on the rack where it tilts. It would also be difficult to push the bikes back up and then put the pin in place to hold the rack while you are trying to hold everything in place.
For a 4-bike rack that can tilt out with the bikes loaded you can use the Inno Tire Hold, # IN142. I have included a link to a video showing how the rack works.
