Yes, it does. The TorkLift Custom Fit Tie Down Kit Item # TL46VV does indeed include the Front item # TLD2101 and Rear item # TLD3109. These will fit your 2006 Dodge Ram 2500 so long as you do not have running boards that run past your cab. If you do you'll just have to remove them.
