Could a set of these jacks, mounted to the frame, one in front and one behind the tandem tires, be used for leveling??

Yes, the Ultra-Fab Ultra Scissor Jack # UF48-979006 that you referenced can be used in multiples to level and stabilize a trailer. This jack welds or bolts (with hardware you supply) on to your trailer or RV frame. As long as these jacks' 6,500-lb capacity is adequate for your trailer or RV you can use a set as you describe.
Please note that these jacks are designed to stabilize, but not to support the full weight of a trailer.
