Possibly but I wouldn't start there. Your pn 164889 is the Replacement Control Module for Lippert Electric Coach Step item # LC301702 which is the correct fit for your step but I recommend checking the switch which is item # LC379390 out first. It could be a simple power issue if yours has a switch.
If it isn't a power switch issue, then I recommend checking the door switch which will look like item # LC301694. You could have some faulty wires, a bad connection, or just a bad door switch.
Now if those steps don't solve your issue, then I do recommend replacing the control module with item # LC301702.

Hey, how did things go after you checked the power and door switches on your Coachmen Concord step? Did one of those end up fixing the locking issue? Your update could make it easier for others troubleshooting the same problem.
