If my trailer has a wireless brake controller and also a solar panel charging the on-board battery, can I just use a 4 flat to 7 round adapter and still control the trailer brakes?

On a wireless brake controller like the Curt Echo # C51180 you found it needs the power coming from the vehicle to power it. So you would at least need a Charge Line # RM-156-75 with an Adapter # 37185 to make the controller function.
Also your state laws are likely going to specify you have to have power coming from the vehicle to maintain the charge on the battery for your trailer as it is likely also the breakaway battery.
