Will this trailer hitch fit my 97 chevy blazer, mine has the mounted spare tire.

There should be no problem with the spare tire on your 1997 Chevy Blazer and you will be able to install Curt trailer hitch # C13020 without interference from the spare. Take a look at the picture I have included showing the hitch installed and the spare tire in place. There is plenty of room. I have also linked a video showing installation and the installation instructions for you.
If you plan on doing some towing I also recommend the etrailer ball mount kit # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a storage bag. For trailer wiring use # 18252.
