On the end of the arm near the adjustable knob there is a slide switch. One side has an arrow and the other side an x. What is the function of these?

It sounds like you are referring to the locking pin near the handles on the Yakima EXO SwingBase # Y34VR. These pins lock and unlock the knobs from being able to open and close to remove and clamp down the accessories. This is in addition to lock on the knob itself. You can better see the operation of this pin in the instructions for EXO accessories like the GearLocker # Y44VR which I have linked near the bottom of the page.
