can this be installed in a back patio into a 44inch high walk way at a 90 deg. angle i need something that can be accessible like these stairs that can be a lot less obstructive.

The Brophy # AS05 Aluminum Scissor Steps you mentioned can be used for heights between 40-48 inches. Since your 44 inch height is right in the middle of that range, the steps would work great for you. If the steps were at a 90 degree angle to the area you are wanting the steps to access, you'll need some type of platform at the top of the steps. The steps have a 250 lb capacity.
For safety, I'd also recommend a hand rail like # AHR5.
