Why Does The Correct Track Trailer Alignment and Lift Kit Have 2 Holes In Each Bracket?

Looking this it has two bolts at the ??, my fifth wheel camper only has one hole at the 6 points ???????

The Correct Track Trailer Alignment and Lift Kit # RR23QX has 2 mounting holes as you are able to select either a 1-1/4" rise or 2-1/4" rise depending on which hole you select to attach the brackets.
