replaced brake assemblies and braking is weak could it the hubs

Its possible the hubs but I would make sure the new assemblies are properly adjusted and also worn in initially. You will want to have a light drag on the assemblies you can feel as you turn the wheel by hand.
Also make sure your assemblies are wired up with 10 gauge wire like the part # 10-1-1 and that the drums aren't worn past the thickness they have listed on them or have grease in them.
