can the curt 31604 be mounted on a 1999 dodge 2500 sport if the bumper is cut?

Yes, cutting the bumper will allow you to install the Curt # 31604 on your 1999 Dodge Ram 2500 Sport. The bumper is the only difference between this and other models so you will be able to bolt it onto the frame. It won't look pretty, but I'm guessing you aren't worried about the appearance and care more about having the functionality.
