We have two options that will be very close to your specification, options that very well may work for you, but will not be an exact match.
The first option is the etrailer Trailer Axle Beam # e95GR. This has the 3.5K capacity 4" drop and 95" hub face that you are looking for. The spring center on this axle is 79-1/4". What we would do is sell you two loose spring seats # TRSS238. You would need to take the axle to a welder and have them remove the spring seats and weld the new ones on at 78-1/4".
The second option is the etrailer Trailer Axle Beam # e35GR. This has the 3.5K capacity, 4" drop and 78-1/4" spring center that you are looking for. The hub face length is 94". So there would need to be enough room in your trailers wheel well area for the tire to be slightly closer in on each side. The tire would sit 1/2" closer in on each side, and we want to have at least 1" of clearance on the inside of the tire.
We can of course provide all of the hubs and brake assemblies for these axles if needed.
We do not do any custom axles or welding here, so these are the two best options we can offer.
