does the kats circulating block heater install with cord on bottom to vent out air ?

Yes, the Kat's Heaters Thermostatically Controlled Circulating Tank Heater # KH13150 should be mounted with the cord on bottom. This is actually called out in the installation instructions but rather than cord position they reference the arrow stamped on the tank as seen in the image below.
