In your pictures of the 924-0617-15 bolt I see a yellowish substance on the threads. What is it, and what is its function? Thanks.

The yellow substance on the Thule Replacement M6 x 17 mm Bolt for Thule Tracker II Half Foot Pack or Fit Kits # 924-0617-15 is a light threadlocker. It's designed to help keep the bolt from backing out over time but isn't so strong that you won't be able to remove the bolt by hand if there is a need to do that.
