Can a backing plate be added to this fender?

You can add a backing plate to the Single Axle Trailer Fender for Enclosed Trailer # HP89FR by using the Pre-Cut Fender Back # 12FB-32R, but this fender is also available with the backing already installed as part # HP36VR so it's less work you have to do in the long run.
