I have a 3500 lbs Lippert tongue jack. Do you stock replacement plastic caps for the opening on top of the jack that allows access to the nut for manual operation?

Yes!

To replace the override plug on your Lippert Electric Trailer Jack with Footplate # LC285318 you need the Kit # LC733924 which comes with 2 of them.

I spoke with my contact at Lippert and he confirmed that the Lippert Components Power Tongue Jack 1817941 #LC285318 can be rotated to be best orientated for you. The jack can be un-bolted, rotated, and reinstalled.
