I believe I read it but I want to make sure this is weather tight that I can mount outside on a car trailer to charge winch battery

Yes, the Redarc In-Vehicle BCDC Battery Charger # RED96FR is weatherproof and was designed to withstand very harsh conditions so it would be okay to mount on the outside of a trailer. I would still use your best judgement when picking a mounting location to reduce chance road debris or water spray from tires would hit it.
