Does this come with 2 kits to do one axle?

The DeeMaxx Disc Brake Kit # DE82FR comes with 2 Slip-on rotors, calipers and brackets for one axle. The slip on rotors are for a 6 on 5-1/2" idler hubs and the mounting brackets fit on a 5 bolt brake flange.
