Is it possible to make this fork mount bike rack shorter than 52” ? I want to install it inside my RV to hold bikes in a space about 30” wide.

The Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier # S64702 is designed for 52" - 69" spacing and while you could potentially remove the end caps so you can cut it all down, I'm not sure how well this will hold up with it being 22" shorter so I recommend using a different setup instead.
Since you only have 30" of space I recommend pairing the RockyMounts VanTrack # RKY56FR with two of the Rhino-Rack The Claw Truck Bed Bike Rack # RR37QH to accomplish this same task. The VanTrack is designed to be bolted to a floor but you should be able to get creative with a way to secure this in your RV, even if it means adding some type of grip to the bottom of the VanTrack to increase traction to keep it stable.
