Question:
2021 Jeep Grand Cherokee L, with no trailer towing harness. You advise the following: The accepted method for adding a 7-Way to a 2001 Jeep Grand Cherokee that didnt come with one is to first install a 4-Way using # 118369 and then use # ETBC7. I have included some links that show and explain the ETBC7 installation for you. My question: does the Jeeps computer system then need to be reprogrammed at the dealership to accommodate these changes?

You will not have to reprogram your 2021 Jeep Grand Cherokee L's computer when you install the wiring harnesses necessary to add a 7-Way connector. One of those parts you listed does not fit the Jeep Grand Cherokee L just the standard Grand Cherokee. They have different connectors. I have listed the correct parts you will need below.
4-Way Wiring Harness - Curt T-Connector Vehicle Wiring Harness item # C27BR
7-Way Connector - Universal Installation Kit for Trailer Brake Controller item # ETBC7
To control a trailer's brakes you will also need a brake controller, I recommend the Redarc Tow-Pro Liberty Trailer Brake Controller item # RED24FR. This is a proportional brake controller that automatically adjusts your trailer's braking based on the deceleration of your Jeep. The Liberty has a unique installation method where the main unit is concealed behind your dash and the only part visible is the control knob.
You will need the Universal Wiring Harness for Redarc Tow-Pro Trailer Brake Controllers item # RED69FR to complete the installation, since your Jeep does not have the tow package.
Listed below are some other parts you will need to pull a trailer with your Grand Cherokee L:
Hitch - Curt Hitch item # C96NR
Ball Mount Kit - Curt Towing Starter Kit for 2" Hitches item # C45534
No Drill Mounting Bracket - No-Drill Mount for Electrical Mounting Bracket item # 18140
