What actually is the difference between the two goose neck Ez two locking system and the normal two lock system.

The only difference between the Curt Double Lock part # C607-604 and EZr Double Lock Gooseneck Hitch part # C611-624 for a 2015 GMC Sierra 3500 is the center locator tool that comes with the EZr which helps to drill out the center hitch ball hole but aside from that they are pretty much the same. I recommend the EZr because of the added tool.
