I have a chevy volt 2017. My question is it says it has a 100lb tongue weight. Does that mean if I were to get one of those flat attachments that hold like coolers and stuff like the Curt 18153? it could only do up to 100lb?

The 100 lb maximum tongue weight on the # C11436 includes the weight of anything you add on. Assuming you added a carrier like the Curt 18153 you're referencing (which fits a 2" receiver) you would also need to account for the weight of the carrier. In this case, it weighs 70 lbs so you would only be able to add an additional 30 lbs to the carrier. You are always limited by the weakest component, which includes the towing/tongue weight capacity of your vehicle.
Since you can't even use that carrier, you will need one that fits a 1-1/4" receiver like the # C18145. This weights 29 lbs you will be left with 71 lbs of carrying capacity for the hitch.
