I have 10 to 11 volts on all pins 3 and the turn signal flashing makes no difference at the connector, but works on the vehicle. Any suggestions?

You are not getting the flash at the trailer connector, is that correct?
The first thing I would recommend you do is test the converter. Activate the right vehicle turn signal and use a circuit tester like part # PTW2993 on the green wire on the INPUT of the converter box. Then activate the left turn, and test the yellow wire, again on the input. If you have the signal entering but not leaving the box, it would indicate that the converter box is faulty and should be replaced. If this is a wiring harness that had previously worked fine, then the fact that it is no longer working might indicate that a short in the trailer wiring has blown the converter box. Before replacing the box, you will want to find the short and repair it, otherwise you will continue to blow converter boxes. Begin with the connector on the trailer, make sure it is not damaged. Trace each wire back to the lamps, looking for pinched or broken wires, loose connections or worn or cracked wire insulation. Any of these can cause the copper conductor inside the wire to short out on the trailer frame.
If you do NOT have power going into the converter box on the input side with the right and left turn signals, then check the connections where the T connector plugs in to the vehicle wiring connectors. Make sure the connections are pushed all the way together and that the locking tabs are in place. Check that the pins inside the connectors are not bent or damaged in any way and are not corroded.
