What size bolt and washer should be used to mount the cleat to the dock?

The CIPA Retractable Dock Cleat part # CM02100 doesn't come with hardware nor can we really advise on what you need exactly as it comes down to the specific application you'll be installing it on which will not be the same for every person. That said, if you just have a standard treated lumber dock then I would use some deck screws; either galvanized, ceramic coated, or stainless.
