Hello I have a 1982 Dodge rampage Car/pick up. S64025 is the best product for my application?

For your vehicle I believe your best option for installing a hitch would be to contact a qualified fabricator and have them custom fabricate a hitch.
The hitch you referenced is more for RV bumpers that are 4 inch by 4 inch and would not be ideal for you, in fact it probably wouldn't work at all.
