Can these lights be used as fog lights and how do I wire them up if the pig tail has three wires

LED Backup Light, # BUL35CB, is designed for use as a reverse light and not a fog light. Different lights, if DOT approved, have to meet certain requirements for a given function.
For a fog light kit you can use # QH-84CF. Each of these lights has a power wire and ground wire. The kit includes brackets, a switch, and the wiring along with the 2 lights.
