Is There a Bike Rack That Can Accommodate a Stand-Up Bike with a 54" Wheel Base

We do not have an Inno single bike rack that can accommodate the 54" wheel base of your stand-up bike, none of the Inno racks that we have carry anything over a 48" wheel base.

I do not know specifically what brand/style of stand-up bike that you have, but most of the models that I have seen will require that you use a platform rack with a wheel mount style. This is because there is no seat post to use an adapter for a hanging style or frame mount style.

The closest that we have is the Saris MHS Bike Rack for 1 Bike # SAR23MR which fits wheel bases up to 53". Technically this does not fit, but personally because there isn't an option that fits and there is only a 1" difference I would try to make it work. There just any guarantee that it will. I wish we had a better option for your particular bike style.
