What is the torque specifications on this part?

There is not a specific torque setting for shackle bolts, including the Step Wet Bolt for 1-3/4" Double Eye Springs # 34007-187-00. All you have to do is tighten bolt until the knurled portion of the bolt pulls completely into the shackle strap and the bolt head is ran all the way down to the shackle strap.

You will need the U-Bolt Kit item #APUBR-1 to use the 4-Leaf Double-Eye Spring for 3,500-lb Trailer Axles - 27" Long item #SP-210275. The kit uses 1/2 inch diameter nuts that you will want to torque them down to about 70 foot pounds.

According to the installation instructions from Dexter Axle the torque specs for the wet bolts on their Dexter E-Z Flex Suspension Kits, like part #K71-653-00, is 30 - 50 ft-lbs. I have attached a clip from their instructions for you to check out.
