It sounds like you're looking for a pulley/snatch block to use with the Hand Winch Cable with Safety Hook # DL24043. I recommend using the Bulldog Winch Snatch Block # BDW20005. This is compatible with cables up to 3/8" in diameter so it will work for this particular cable or any other as long as it is no larger than 3/8". It has a 17,000 lb brake strength and 7,000 lb working load limit which is well above the capacity of the cable.
