Will this handrail fit into existing holes where factory big bar on 2023 Reflection model 303 RL is now ?

We don't have any way of knowing the measurements of the holes on your 2023 Reflection, so you'll need to do some measuring to determine the fit of the Lend-a-Hand Extra Large Folding Grab Handle for RVs # AM-533.

The # AM-533 uses mounting brackets that are 19-1/4" apart, and the brackets have three holes in them which measure 1-1/8" apart. Even if it doesn't match up perfectly you can still use the handle, you'll simply need to drill new holes to mount it.
