Does this mean that you cannot winch out without it running away on a load

With the Dutton Lainson Hand Winch part # DL14125 when you release the ratchet it would free-wheel as it feeds out. So to control the feed out you'd want to use the crank handle in reverse with the ratchet releasing it.
