Will this hitch which fits a 2019 Honda Accord also fit a 2012 Honda Accord?

I have hitches for both your Honda Accords but not one that will fit both. There was a major redesign beginning with the 2018 model year and the hitches for one are not compatible with the other.
For your 2019 Honda Accord you will want the Draw-Tite Trailer Hitch Receiver item # 24972 you mentioned.
I have linked installation videos below for both hitches.
If you plan on towing with either hitch you will need the Draw-Tite Drawbar item # 3593 and then for hitch balls item # 19258 for a 2 inch ball or item # 19256 for a 1-7/8 inch ball.
