On a 2018 Silverado in which the holes are threaded, the fish wire is not required and the bolts bolt directly into the frame, correct?

If the holes are threaded on the frame of your 2018 Silverado 2500 then you are correct you won't need the fish wire. You will just thread 5/8" bolts through the bracket and into your frame.
